The Supreme Court on Friday (April 12) dismissed condemned prisoner and Khalistan Liberation Force (KLF) terrorist Devinderpal Singh Bhullar's plea for commutation of his death sentence to life imprisonment on ground of delay in deciding his mercy plea. Delivering its judgment on a batch of 13 Public Interest Litigation and writ petitions, the Indian Supreme Court provided relief on Tuesday to prisoners who are facing death row and civil rights organisations seeking commutation of the extreme penalty to life sentences in cases involving inordinate delays in the disposal of mercy petitions by the President. In its judgement, the court commuted the death sentence of 15 convicts to life, saying that the rejection of their mercy petitions by the President was flawed. The death penalty of 13 prisoners has been commuted to life on the grounds of inordinate delay on the part of the President to decide their mercy pleas. The other two were given life sentences on finding that long years in death row had turned them mentally ill. The Supreme Court has agreed to review its judgment by which it had rejected Khalistani terrorist Devinder Pal Singh Bhullar's plea to commute his death sentence to life term. The next hearing in the case would take place on February 19. Earlier, on January 28, the Supreme Court had agreed to hear in an open court the plea of Bhullar for commutation of death sentence awarded to him for the September 1993 blast to life imprisonment. A bench comprising Chief Justice P Sathasivam and justices R M Lodha, H L Dattu and S J Mukhopadhaya decided to hear the curative petition filed by Bhullar's wife Nevneet Kaur on Friday. Bhullar's wife filed the petition for relook against the apex court verdict which rejected her plea to commute his death sentence to life imprisonment on grounds of delay on the part of the government in deciding his mercy plea. India News: Punjab Chief Minister Parkash Singh Badal and his son and deputy Sukhbir Singh Badal on Monday met Prime Minister Manmohan Singh and pressed for the commutation of Devindra Pal Singh Bhullar's death sentence to life imprisonment. "We met the Prime Minister Dr Manmohan Singh to ask for clemency for Bhullar," Parkash Singh Badal said adding, "This would disturb Punjab's peaceful atmosphere." The Badals' meeting with the Prime Minister came in the wake of reports that the Centre is reportedly weighing the pros and cons of executing him secretly in the Tihar jail where he is due to be shifted soon after the Supreme Court rejected Bhullar's mercy petition.

Supreme Court has commuted the death sentence of Devender Pal Singh Bhullar's to life imprisonment. Bhullar was convicted in 1993 Delhi bomb blasts. SC has accepted the curative plea of Bhullar. In the view of mental illness of the convict and inordinate delay, Supreme Court has granted him life imprisonment instead of death sentence.
